Hopefully someone has a pre-built package otherwise we'll need to build it, as too slow/unstable to build every time.

BTW the "related to" seems to cause double the redmine email, so perhaps avoid unless it's critical.

Note Ubuntu 20.04 has this: https://packages.ubuntu.com/focal/libsystemc-dev wonder when it will be available on Travis
